Google, Saft lists and Traffic exchanges?

Hi,

I have two questions.

1. Is it true that Google will not allow TEs of any sort?

2. Would you critique my site?

I have been running a SEO website with Google ads since Sept 1, '07 and have earned only 5.18 with Adsence and very few sales. I change my content weekly. My ranking has improved by 3,000,000 but I'm still over 5,000,000 how do I improve my ranking further or is this normal?

I have been advertising through directories, blogs, safe lists and search engines. I limit my keywords from 11 to 19 as Google suggests.

I have quite alot on my site but loads in 2 seconds I am told.
