Default Electric Vehicles

I just ran into a gentleman in the canyon on Sunday with a battery powered motorcycle. Max speed of 55 miles an hour cost him about $4000 to build. That seems resonable just in principle. He gave me his website showing whathe did. www.zevutah.com He learned it from www.21wheels.com.
I am to concerned about my life to build a motorcycle but am curious what anybody knows about building an electric engine with a small car? There are instructions for cars as well. The Mountain bike would be fun. 30 mph.

Any drawbacks? Benefits?

How difficult and expensive is it to have an engine running on mostly water like Mark Joyners associates? I would love to get out of the gasoline loop!
